False claims suggested that the crossing was open and that entering Ceuta would provide direct access to Europe. Moroccan authorities say they reinforced their deployment around Fnideq and Bab Sebta, prevented new gatherings and cooperated with Spain to organise returns. So far, no public evidence has established that the Moroccan state planned the influx, despite accusations made by some Spanish political figures.
The crisis is now shifting to the European political level. EU interior ministers are holding an emergency meeting as Madrid calls for greater solidarity, while several European governments criticise Spain’s migration policy. The events in Ceuta have exposed deep divisions within Europe, while also highlighting its dependence on partner countries that help prevent irregular departures towards its external borders.
The developments confirm that calm was not restored through Spanish measures alone, but through operational cooperation with Morocco. The Kingdom is fulfilling its responsibilities in the fight against irregular migration, but it cannot be reduced to the role of Europe’s border guard. Its contribution to regional stability should be recognised through a balanced partnership covering security, the fight against criminal networks, legal mobility pathways and development support.
