Fatima Ezzahra El Mansouri appointed Head of Government: Morocco’s historic first now faces the coalition test

Morocco has entered a new chapter in its institutional history. Received at the Royal Palace in Rabat, Fatima Ezzahra El Mansouri was appointed Head of Government by King Mohammed VI under Article 47 of the Constitution and entrusted with forming the next government.

The appointment reflects the outcome of the 23 September parliamentary election. El Mansouri’s Authenticity and Modernity Party, known by its French acronym PAM, finished first with 97 of the House of Representatives’ 395 seats. That result gave the party the initiative, but not the 198 seats required for an absolute majority.

A breakthrough with expectations attached

El Mansouri’s appointment is historic: never before has a woman led Morocco’s government. The decision therefore carries significance well beyond party politics, widening the horizon for women in public life and projecting a powerful image of political change.

Yet symbolism will be judged alongside delivery. A trained lawyer, former minister for national planning, urban policy, housing and city policy, mayor of Marrakech and a leading PAM figure, El Mansouri brings experience from national government, local administration and party leadership.

Her first months will test whether that experience can be converted into coherent executive action on employment, purchasing power, public health, education, housing and territorial inequality — issues that weigh directly on Moroccan households.

Coalition-building is the first decisive test

With 97 seats, PAM needs at least 101 additional lawmakers to cross the majority threshold. A three-party arrangement with the National Rally of Independents, which won 66 seats, and Istiqlal, with 65, would command 228 seats. That is a viable parliamentary calculation, not a completed political agreement.

Coalition talks must still settle the governing platform, the identity of the partners and the distribution of cabinet responsibilities. El Mansouri said consultations would begin immediately, first within PAM and then with other parties, before a proposed cabinet line-up is submitted to the King.

The constitutional sequence matters. El Mansouri has been appointed Head of Government, but the cabinet has not yet been constituted. Ministers are appointed by the King on the Head of Government’s proposal. The new government must then present its programme to Parliament and secure the confidence of an absolute majority in the House of Representatives.

International attention — and a diaspora test

International coverage has focused on the unprecedented nature of the appointment. Reuters, Le Monde and El País all led with Morocco naming its first woman government leader. The attention offers diplomatic soft power, but it also places the new administration under scrutiny from its first day.

Moroccans living abroad will be watching for more than symbolism. Consular services, digital administration, investment channels, recognition and mobilisation of diaspora skills, cultural transmission, mobility and political inclusion all depend on choices made in Rabat.

The structure and programme of the next government will show whether diaspora policy is treated as a cross-government priority or remains confined to a single administrative portfolio. For MMNEWS, that will be one of the central measures of the new government’s reach.

From a historic appointment to the politics of delivery

Fatima Ezzahra El Mansouri’s appointment has broken a major political barrier. But the enduring meaning of this moment will be decided by what comes next: the coalition she assembles, the competence and balance of her cabinet, and the programme she presents to Parliament.

The appointment has made history. The next task is to turn electoral arithmetic into political cohesion — and political cohesion into results citizens can see.
