MMNEWS continues its election programme monitor with the Popular Movement (MP). This assessment is not a judgement on the party’s overall platform or record. It measures only the attention given to Moroccans living abroad and the level of detail in commitments that could change their relationship with Morocco.
MMNEWS diaspora score: 60%
The Popular Movement presents Moroccans abroad as citizens, investors, skilled professionals and cultural connectors. That breadth is the strongest feature of its offer: the diaspora is not discussed solely in terms of remittances or summer travel.
The party brings these themes together under the idea of a “13th region”, a framework it uses for dialogue with Moroccan communities overseas. At a meeting in Malaga on 18 July 2026, party leader Mohamed Ouzzine argued that Moroccans abroad should be integrated into party debates and policy choices. Publicly reported interventions addressed political participation, investment, public services, housing support, the mobilisation of expertise and Amazigh-language education for diaspora children.
Citizenship before symbolism
Recent MP statements call for the full exercise of the constitutional rights of Moroccans abroad and stronger participation in national political and institutional life. The party’s national council reiterated that position in June 2026.
Its electoral memorandum reportedly advocates legal measures to secure representation for young people and Moroccans abroad in the House of Representatives. The objective is therefore clear: make the legislature more open to citizens living outside the country.
What remains unclear in the public material reviewed is the mechanism. The party has not set out the number of seats, possible overseas constituencies, candidate-selection rules or how representation would interact with the current proxy-voting system. MMNEWS therefore treats this as a structured position, rather than a fully specified electoral reform.
Investment: moving beyond praise for remittances
The economic section is among the most coherent parts of the offer. The MP recognises that the scale of remittances does not automatically translate into an equivalent level of productive diaspora investment.
Party representatives have called for fewer administrative obstacles, better incentives and equal access to investment opportunities and public services. In Malaga, they also raised the situation of Moroccans abroad who reportedly met the conditions for housing assistance but did not benefit from the programme.
The “13th region” could become the entry point for a more integrated policy: listening to project holders, connecting them with regions, guiding them through administrative procedures and using the business networks they have developed abroad. This approach also fits the MP’s wider focus on rural, mountain, oasis and border areas.
Its impact, however, will depend on operational details: a responsible service, processing deadlines, eligibility rules, appeal procedures and measurable outcomes.
Consulates, institutions and access to responsibility
The MP has called for a review of the institutions serving Moroccans abroad and for stronger staffing and resources in consulates. Its representatives have also supported opening senior positions in public administration and public institutions to qualified Moroccans living abroad.
That proposal is notable because it does not treat diaspora expertise as a pool to be consulted occasionally. It raises the more consequential question of whether internationally experienced Moroccans can enter the institutions where public policy is designed and implemented.
The next step would be a transparent procedure covering talent identification, open applications, recognition of international careers, conflict-of-interest safeguards and the evaluation of appointments.
Amazigh as a living link for younger generations
One of the MP’s most distinctive proposals concerns Amazigh-language education for the children of Moroccans abroad. At the Malaga meeting, the party raised partnerships with educational institutions in host countries as a way of including Amazigh in programmes for younger generations.
The measure reflects the Popular Movement’s historic identity while addressing a practical concern for many families: how to pass on a plural Moroccan culture to children born or educated overseas.
Scaling it up would require agreements with host countries, trained teachers, age-appropriate materials and coordination with Arabic-language teaching and Moroccan history.
A broad offer with uneven levels of detail
The “Haraki Contract” outlined in spring 2026 contains ten policy pillars spanning territorial development, jobs, digital transformation, education, health and culture. On 2 September, the party announced a further presentation of the contract in Salé on 5 September.
At the cut-off point for this review, MMNEWS had not identified a downloadable final document setting out every diaspora mechanism. This does not mean that the MP has no full programme. It means that the score can only reflect commitments that are public, attributable and verifiable.

Why the score is 60%
The score rewards a platform that covers several dimensions of the Morocco-diaspora relationship. The MP performs best on political participation, investment, younger generations and the mobilisation of expertise.
The result is moderated by the limited public detail on overseas voting, parliamentary representation, cross-border pensions, savings, return policies and consular monitoring. MMNEWS treats these as areas where the offer can be strengthened, not as evidence that the party has done no policy work.
The MMNEWS verdict
At 60%, the Popular Movement falls into the category of recognisable and constructive diaspora offers that are not yet fully operationalised.
Its chief merit is that it does not confine Moroccans abroad to an economic role. The “13th region” links citizenship, investment, expertise and culture. To move to the next level, the party must convert that framework into verifiable procedures: who votes, by what method, for what representation, through which service and within what timeframe.
The foundation is there. Precision is now the test.
