Since August 24, 2026, Moroccan voters residing outside the Kingdom and registered on the general electoral rolls have been able to create their voting proxy online for the September 23 legislative elections. The platform will remain available until September 22 at 12 noon, Morocco time. It is an important administrative change, but one point must be clear from the start:
Morocco has introduced an electronic proxy — not online voting.
The MRE completes the authorization digitally. The person appointed as proxy must still physically vote in Morocco on election day.
Who can use the electronic proxy?
The system is intended for Moroccan voters who:
- reside outside Morocco;
- are registered on Morocco’s general electoral rolls;
- wish to exercise their right to vote by appointing another registered voter in Morocco.
The person chosen as proxy must be registered on the general electoral roll of a commune or district in the Kingdom. The 2026 system allows the MRE to choose the voter who will represent them rather than requiring them to travel to Morocco simply to cast a ballot. Under the electoral law, one proxy cannot represent more than one Moroccan voter living abroad.
Step 1 — Access the official platform
The procedure can be started through either of the two official election portals designated by the Ministry of the Interior:

MREs should use only the official government platforms and avoid unofficial websites requesting identity information or electoral data.
Step 2 — Enter your personal information
The voter must enter the information requested by the platform concerning their own identity and electoral registration. Before moving to the next stage, check every field carefully. A spelling mistake, incorrect identity number or inconsistent electoral information could complicate the use of the proxy later.
Step 3 — Choose the person who will vote for you in Morocco
The MRE must then enter the information of the voter chosen to act as proxy. That person must be registered on a general electoral roll in Morocco.
This is an important choice. The electronic system simplifies the paperwork, but the final vote will still depend on a trusted person physically going to the polling station. The reform therefore digitizes the authorization process without removing the human intermediary.
Step 4 — Verify and confirm the information
The Ministry of the Interior states that the voter must review the information entered and confirm that it is accurate.
By validating the form, the MRE certifies that the proxy was personally established and that the information contained in it is correct. This step should not be treated as a simple formality. Before confirming, check both your own details and those of your representative.
Step 5 — Download the completed proxy
Once the procedure has been validated, the electronic proxy must be downloaded. Save a copy carefully. It is also advisable to keep the file accessible from another device or secure storage location in case it needs to be resent. The online process does not end with validation: the proxy document must still reach the person who will vote in Morocco.
Step 6 — Send the proxy to your representative
The Ministry of the Interior specifies that the MRE must send the completed proxy to the appointed voter either by email or by post.
Email is therefore expressly permitted and can significantly simplify the procedure for Moroccans living thousands of kilometres from the Kingdom. The representative should make sure the document is available before election day.
Step 7 — What happens on September 23?
On election day, the proxy goes to the relevant polling station in Morocco. Moroccan electoral law provides that the representative must present their Moroccan national identity card and the proxy document before voting on behalf of the MRE. If the representative is also voting personally at that polling station, they cast their own ballot first and then the ballot on behalf of the person who appointed them.
The proxy does not choose two votes. The second ballot is cast legally in the name of the MRE who granted the authorization.
Do MREs vote at Moroccan consulates?
For these legislative elections, the new system should not be confused with direct voting abroad. The 2026 mechanism does not create polling stations in Moroccan embassies and consulates for MRE legislative voting, nor does it introduce internet voting.
A Moroccan abroad creates the proxy electronically, but the ballot itself is placed in the ballot box in Morocco by the designated representative. That distinction matters, particularly at a time when several political parties are debating broader reforms to MRE political participation.
Until when can the proxy be created?
The platform opened on August 24 and closes on Tuesday, September 22, 2026 at 12 noon. Waiting until the final hours is not advisable. The MRE still has to download the document, send it to the proxy and make sure the representative has everything needed before the vote on September 23.
A real simplification, but not yet remote voting
For Moroccans of the World, the reform removes part of the bureaucracy previously associated with the proxy procedure. An MRE no longer has to treat the establishment of the authorization as an exclusively paper-based process. But the political model itself has not fundamentally changed.
The proxy has become digital. The ballot remains physical.
For MMNEWS, this distinction will be one of the issues to watch after September 23: how many MREs actually used the platform, whether the procedure worked smoothly, and whether this administrative simplification resulted in greater participation by Moroccans living abroad.
