Canada’s 2027–2029 plan, released on November 5, sets an annual target of 380,000 permanent resident admissions. French-speaking admission targets outside Quebec rise from 9.5% in 2027 to 10.5% in 2028 and 12% in 2029. These are planning targets, not places reserved for Moroccan citizens or individual admission guarantees.
For Moroccans applying from home or from another country, the useful question is how their own credentials fit an available immigration route. A headline announcing opportunities cannot replace that assessment.
French proficiency needs evidence
Express Entry’s French-language category requires at least NCLC 7 in all four language abilities, alongside the relevant program and invitation-round requirements. Applicants must demonstrate the required proficiency; everyday fluency alone does not establish eligibility.
That makes language-test preparation a practical investment in the application itself. Candidates should allow time for preparation rather than treating the test as a formality at the end of the process.
Existing applicants should review their scores
Separate Express Entry scoring changes took effect on November 3, 2026. IRCC says recalculating existing profiles may take up to two weeks, with invitation rounds paused during that process. A new labour-market integration factor assesses qualifying Canadian experience or eligible job offers under the applicable rules.
Anyone already in the pool should therefore revisit their updated profile before relying on an earlier assessment of their prospects.
The province matters as much as the pathway
Provincial nominee programs have their own requirements and seek applicants who intend to live in the nominating province or territory. Quebec has a separate immigration route.
For a family considering a move, this calls for research beyond application forms: employment prospects, housing and the needs of accompanying children all deserve attention. An accessible pathway and a sustainable settlement plan should be considered together.
Applicants should also be cautious about paying for certainty. Hiring a representative is optional; paid representatives must be authorized, and their involvement does not guarantee approval.
The strongest preparation begins with a realistic match between qualifications, immigration requirements and the place where an applicant genuinely intends to build a life.
